Specifically the Senior Shelter Advisor will:
1) Consult with other stakeholders to formulate a desirable shelter and settlements policy action framework, identify current policy gaps and obstacles to the framework’s implementation, and propose recommendations as to how gaps and obstacles may be overcome. The advisor will develop a position paper that lays out this framework and can serve as a reference.
2) Comment on development plans and policies from a shelter and settlements perspective; determine how the plans dovetail with the policy action framework, and recommend corrective actions as appropriate.
3) Review all shelter project proposals and provide commentary and recommendations as to whether such projects and programs should be approved.
The evaluation criteria will be serve as a guide that can ensure continuity in evaluation and selection in the future.
4) Formulate a monitoring and evaluation plan for shelter and settlements projects and programs. Ensure that projects and programs are properly monitored and evaluated.
5) Produce a report at the end of the consultancy period that describes progress to date and includes recommendations for improvements or modifications in operations, staffing, or structure.
