Q: Everyone's watching the weather down in the Gulf, Admiral, can you tell us what kind of storm threat you got and who gets to make the call when the ships have to go in—if they do and how long does it take to get them back (inaudible)?

ADMIRAL ALLEN: Well, as you know, this has been an issue of ongoing discussion between BP, ourselves, all of our federal partners, DOD, and the state and local governments. We have a very robust hurricane contingency plan that has been produced by our incident commanders.

In general, our threshold to start taking action is 120 hours before gale-force winds are forecasted. That can be a different set of mileage, just depending on the track and the speed of the storm. But in general, at about 120 hours out of the onset of gale-force winds, we will start to redeploy the equipment from the well site, redeploy other equipment to safe venues, and then come in after the storm to re-establish production or to take part in rescue activities with the Coast Guard. We're also looking at continuity of operations plans at our incident command posts, how we'd evacuate our personnel, and so forth.

We're also working very closely with DOD regarding air space coordination. This week, we are standing up an air space coordination function at Tyndall Air Force Base to help us manage the consistent amount of air traffic that's over the gulf region. Tyndall is also pre-designated as the node for rescue and coordination after a hurricane, so there's a natural synergy there between how we would manage the response to a hurricane while we're doing the response to the oil at the same time.

Also, there's an extensive amount of work going on between the Coast Guard and FEMA. I'm working closely with Craig Fugate and Secretary Napolitano on our preparations of how we would co-mingle, if you will, the command structures of the national contingency plan for oil spill respond and Stafford Act response by FEMA.

Q: Admiral, thanks for taking my question. In terms of these contingency plans, where would these facilities go? And where would all of the personnel go? And how long would it take to get them back into place once a storm threat passed?

ADMIRAL ALLEN: Well, first of all, we would designate essential and non-essential personnel, and non-essential personnel would basically take shelter. Ideally, we would not do this at the same time they are trying to do an evacuation of citizens, so there's a staging of this, and we actually would coordinate that with FEMA and the local governments.

We are identifying continuity of operations where we could locate some of the background operations. Of course, we would continue to coordinate with the state and local governments and would be collocated with them and their emergency operations centers to make sure we maintain continuity of operations.

So the answer kind of varies depending on what you do, how essential your job is, how do we maintain the command-and-control communications, but most importantly, it's how we maintain connections with the local states and local governments.

So they're nuanced plans, and they're scalable, and they're rated based on what your function is, and at what point you might need to be evacuated. Is that responsive?

IQ Therapeutics B.V., Groningen, the Netherlands, announced this week that in collaboration with the University of Texas Medical Branch it has obtained outstanding results for the treatment of inhalation anthrax. In a rabbit model up to 100% survival could be achieved with extended time to treatment (48h post infection) with a combination of two specific monoclonal antibodies developed by IQ Therapeutics. This has significant potential for saving lives of infected people who have no immediate access to treatment.

IQ Therapeutics' Chief Scientific Officer Herman Groen states: "The results obtained in the recent studies are unprecedented. We have demonstrated in a rabbit model that we can achieve up to 100% survival after treatment with a single dose of two antibodies (anti-PA and anti-LF), at 48 hours after the infection. Our advanced stage treatment is unique and has a tremendous advantage in real life settings where an infected person might not immediately be aware of the infection or does not have immediate access to proper treatment. Especially in those
cases, IQ Therapeutics' dual antibody approach can in the future help saving lives, as there is currently no cure available for that stage of disease."

High survival rates with the Dual Antibody Approach (a combination of fully human anti-PA and anti-LF antibodies) have been demonstrated before. However, with the help of Dr. Peterson and his group at the University of Texas Medical Branch (UTMB), several efficacious dose combinations could be established that showed 100% survival.

With the efficacy milestone completed, IQ's development of the Dual Antibody Approach will now focus on additional confirmation, human safety and advanced development studies.

Anthrax is an acute infectious disease caused by the spore-forming bacterium Bacillus anthracis. Inhalational anthrax is often fatal if not treated immediately with the proper medication, before symptoms have appeared. IQ Therapeutics is focusing on treatment of patients who have become symptomatic and could otherwise not be saved with antibiotics. IQ developed the "Dual Antibody Approach", using a combination of two monoclonal antibodies targeting the toxin produced by the Bacillus anthracis. The efficacy of DAA is being examined in preclinical challenge studies performed by the group of Dr. Peterson (UTMB), through a screening contract from the National Institute of Allergies and Infectious Diseases, part of National Institutes of Health.

The COMET Program is pleased to announce the publication of "Community
Hurricane Preparedness: 2nd Edition". This 6-hour module is intended
primarily for emergency managers in communities that deal with impacts
from tropical cyclones. In addition to discussing the science behind
hurricanes, their formation, and their hazards, the module provides an
overview of forecast products and tools that emergency managers can use
to help prepare their communities for these threats. The culmination of
the module is a decision-making exercise, based on an actual hurricane,
in which the learner will review information and make decisions at
various stages as a hurricane threatens.

The original module was published in 2000. This 2nd edition provides
updated information on hurricane science and National Weather Service
forecast products. In addition, a new section on Emergency Management
discusses decision-making tools that can help emergency managers in
response and evacuation decision-making during hurricane threats.

The World Health Organization/Pan American Health Organization is accepting CVs for the position of Health Cluster Coordinator in Port-au-Prince, Haiti. The period for submission of CVs begins June 11, 2010 and closes June 18, 2010. The duration of the position posting is minimum 6 months, with possibility of extension.

The Health Cluster Coordinator will ensure the good performance of the country Heath Cluster, promoting and upholding the Humanitarian Principles and the Principles of Partnership. Qualifications

Education: Essential: Degree in medicine and/or Public Health., social science

  • Desirable: Working knowledge of a another international/UN and/or local language.

Summary of duties

Identify Health Cluster partners

  • Identify key humanitarian partners for the health cluster, respecting their respective mandates and program priorities; Identify other key partners, including national authorities, peacekeeping forces etc; Closely work with Nutrition and WASH Clusters and ensure effective links with Food Security and the Shelter Cluster (with OCHA support).

Assessment

  • Promote and adopt standardized methods, tools and formats for common use in health needs assessments to ensure predictable action within a common strategy;
  • Assess medical supplies available in the country or in the pipeline (map medical stocks);
  • Ensure predictable action and a common strategy within the health cluster for the identification of gaps in the health sector and in the humanitarian health response.

Coordination of program implementation

  • Ensure the establishment/maintenance of appropriate health coordination mechanisms, including working groups at the national and, if necessary, local level;
  • Ensure and, whenever applicable, chair health coordination mechanisms including health cluster meetings and working groups in close collaboration with National authorities;
  • Secure commitments from cluster participants in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the cluster, with clearly defined focal points for specific issues where necessary;
  • Promote emergency response actions while at the same time considering the need for early recovery planning as well as prevention and risk reduction concerns;
  • Ensure timely, effective and coordinated health responses based on participatory and community based approaches.

Planning and strategy development

  • Develop/update agreed response strategies and action plans for the cluster and ensure that these are adequately reflected in overall country strategies
  • Draw lessons learned from past activities and revise strategies and action plans accordingly;
  • Prepare work and a strategy for the recovery phase and the handover to national and local health authorities.
  • Lead and participate in weekly Health Cluster Staff meetings in Port-au-Prince or other department offices
  • Produce Progress Reports every 6-8 weeks
  • Monitor the status of professional staff contracts and provide recommendations for action to the WR

Application of standards

  • Ensure that health cluster participants are aware of relevant policy guidelines, technical standards and relevant commitments that the Government has undertaken under international human rights law;
  • Ensure that health responses are in line with existing (TASC) policy guidance, technical standards, and relevant Government human rights legal obligations.
  • Review and monitor all health cluster staff and provide regular reports to Washington Office
  • Ensure application of the long-term Health Cluster Strategic Plan

The Basics

  • We are a 'response' organization, not an search and rescue organization. This means that we try to come in quickly, but after the search and rescue phase, and fill in gaps left by governmental and non-governmental agencies in clean-up, community
    recovery and reconstruction projects. Our projects typically focus on the initial 1-6 months following a disaster.
  • We do not charge a participation fee to volunteer. You get yourself to the project, and in return we provide shelter, food, and a rewarding and unique volunteer experience. You are welcome to volunteer with us even if you choose to stay elsewhere. If you're looking for an easy way to support HODR or engage your friends and family, you can create your own personal HODR sponsorship page on Firstgiving.com or through Facebook Causes!
  • Typically, we work six days a week.
  • Our minimum age is 18 years old, unless accompanied by a parent/guardian. Parents, please contact us at info@HODR.org for more information.

Disaster Tabletop Exercises for Health Care Providers

The DRC Group in coordination with Florida's Department of Health invites health care providers to participate in one of the scheduled tabletop exercises being facilitated via the internet during the month of June.

These exercises have been designed specifically for health care providers to evaluate and enhance existing Business Continuity and / or Emergency Operation Plans. In addition providers who do not currently have such plans will have an opportunity to gain a thorough understanding of what should be in their plan.

There is NO CHARGE for participation in any of the exercises.

Two distinctive types of exercises are available. One of the exercises will feature a hurricane scenario while the other involves a commercial fire which heavily damages your facility.
