January 26th we will have a chat at 2000 hours (8:00 p.m. Eastern Time) entitled "Practical Applications of the FEMA Individual Assistance and Public Assistance Programs".

William M. (Bill) Cover, has been the Director of the Cass County Nebraska, Emergency Management Agency for the last twenty years retiring at the end of 2011. In this capacity he has coordinated the county’s response to 11 Federal disaster declarations including the 1993 Midwest floods and tornadoes, the 2010 winter storms and the Missouri River Flood of 2011. He holds a Masters in Security Management from Bellevue University and has earned the coveted designations of Certified in Emergency Management, (CEM) from the International Association of Emergency Managers and Certified in Homeland Security (CHS-V) from the American Board for Certification in Homeland Security. He has also held National Registry Certification as an EMT Basic (REMTB) since 1976 and has been an instructor in emergency medical services since 1982.

Bill says "I will be discussing the FEMA Public and Individual Assistance programs for the Great Missouri River Flood of 2011 from the perspective of a single rural/suburban county. I will give an overview of the incident tying in the FEMA response as it occurred along the incident timeline. I hope this will be of interest to your students who have not had the fun of working a FEMA declared disaster and to those students who have but have not worked an incident where the response phase lasted almost four months."

During the past year teams from across the United States have been participating in the internet based series of Formidable Footprint exercises. These exercises have provided participants with the opportunity to assess their capabilities to respond to various disaster threats.

Greetings from the Center for Homeland Defense and Security (CHDS),

Approximately six weeks remain to submit an entry for the 2012 CHDS Essay Competition. Entries for the competition are being accepted through January 31, 2012.

This year's competition asks writers to: Identify a theory or insight from a field outside homeland security that has not been applied to homeland security but should be.

The winning entry and four top finalist essays will be considered for publication by Homeland Security Affairs, the online academic journal published by the CHDS.

This competition strives to stimulate original thought on issues in homeland security and homeland defense. Responses may be general or focus on a specific aspect (organizational, policy, strategy, practice, technological innovation, social impact, etc.) or discipline/field, (emergency management, public health, law enforcement, critical infrastructure, intelligence, etc.). Essays may be written from any perspective - e.g. government, private sector, cultural, local community or citizen.

Previous winning entries have addressed the power of social media in homeland security, the possibility of linking emergency response and public health with the poison control system and promoting the use of rhetorical tools to help frame the U.S. Department of Homeland Security's mission. Last year's winning entry, authored by Yee San Su of CNA Safety and Security in Alexandria, Va., was titled "On the Challenge of Assessing National Preparedness."

The competition is open to everyone with an interest in homeland defense and security. Current CHDS faculty, staff, students and graduates are not eligible. Winners will be announced no later than May 31, 2012. The winning entry receives a $1,000 cash prize.

Steven Schenkel, CPIM, is a Supply Chain professional who specializes in Production and Inventory Management. He brings 15 years of experience in the retail and hospitality industries in operations, production planning, and logistics for both domestic and international markets. Currently, Steven is a Global Supply Planner at Levi Strauss and Co. headquarters in San Francisco, where he is also on the Emergency Response Team. He calculates production flow for worldwide sales demand and regularly works with factories in China, India, Mexico, and Turkey.

He holds a Certification in Production and Inventory Management (CPIM) from APICS, the Association for Operations Management. Previously, Steven has worked for Cost Plus World Market, Williams-Sonoma, DFS, and Club Med Resorts.

In 1998, Steven joined the Federal Emergency Management Agency (FEMA) as on-call Disaster Assistance Employee. He was attached to the National Logistics Cadre and underwent training at the Mount Weather Emergency Operations Center in Virginia. He served until 2001. In 2009, Steven rejoined FEMA as a DAE assigned to the Logistics Cadre of Region IX in Oakland, CA.

When Hurricane Irene hit the Eastern Seaboard in August 2011, Steven was deployed to New Jersey to assist with recovery efforts. He took a military leave from Levi’s and spent the month of September in Neptune, NJ as the Receiving and Distribution Manager overseeing supplies for state-wide relief efforts.

Steven used his private sector knowledge to “aggressively address the shipping/receiving process” and implemented protocols to adapt to FEMA methods, which were “directly related to the successes attained in this disaster response,” according to his Deputy Logistics Section Chief.

A Cleveland native, Steven received a BS in Speech Communication from Syracuse University in New York. He currently lives with his girlfriend in San Francisco, but remains a long-suffering and loyal Cleveland Indians fan.

The World Conference of Disaster Management (WCDM) is now calling for presentations for the 22nd WCDM taking place June 25-27, 2012 in Toronto, Canada.

The theme for the 2012 Program is Global Threats, Local Consquences. We will be looking for abstracts that identify global threats (eg – natural disasters, terrorism, cyber attacks, economic meltdown, etc), look at the impact these events have at the local level and then advise our delegates in terms of implementing solutions or developing strategies to mitigate the effects. We are especially looking for immediate 'take-aways' for our practitioner audience. These can be in the form of case studies, proven results or peer validated research and studies.

We will also be looking for abstracts that deal with the impact of the global economic downturn in terms of reduced budgets and support for all aspects of disaster/emergency/crisis planning (mitigation, preparedness, response and recovery) and how practitioners can do more with less or how they can meet their performance objectives differently i.e. thinking out of the box. Success stories of expanded programs and budgets in the face of this adversity are also welcome.

The Regional Catastrophic Preparedness Grant Program (RCPGP) is looking for highly motivated individuals to join the Regional Logistics Program as Planning Interns.

Who Are We?
The Regional Catastrophic Preparedness Grant Program (RCPGP) is a Department of Homeland Security initiative established in 2008 to encourage collaborative emergency planning in America's largest regions. The RCPGP has three primary goals: Fix Shortcomings in Existing Plans Build Regional Planning Communities Link Operational and Capabilities-Based Resource Planning
The regional project site for New York City and Northern New Jersey also includes Long Island, several New York counties, and parts of Connecticut and Pennsylvania. With a population of 22,000,000 people, this region is home to nearly 1 in every 14 Americans.
The Regional Logistics Program is an initiative within the RCPGP designed to link resources, expertise and information among participating jurisdictions in NY, NJ, PA and CT. By creating a shared system and strengthening regional partnerships, the Region optimizes its ability to manage resources and respond to a catastrophe. The Program focuses on four core components: planning, information-sharing, resource management and the establishment of highly trained emergency response logistics teams.

Position Descriptions
Training Development Intern
Assist Logistics Planners leading the Regional Logistics Program training and outreach initiatives. Research the various computer-based learning platforms used within the NY-NJ-CT-PA Region as well as in emergency management or logistics training programs nationwide. Provide recommendations for computer-based learning platforms to be used in conjunction with the training program. Organize and participate in meetings with Regional Logistics Program stakeholders and subject matter experts to determine training needs. Assist in reviewing training courses and provide recommendations.

Logistics Outreach & Event Development Intern
Assist in development of workshops to re-engage Program planning team members, review and test Program plans and guides, and identify links be-tween and among Program projects and initiatives. Assist with planning and development of an event geared towards introducing the Universal Logistics Standard (ULS) developed by the Program. Develop presentations and materials, translating text and theory into graph-ics, diagrams, process charts and PowerPoint presentations.

Research & Development Intern
Conduct a literature review of plans, documents, procedure and protocol from both private and public sector logistics companies and agencies. Develop summaries and provide short presentations on reviewed content. Assess information gathered for best practices and lessons learned. Generate recommendations and engage in discussions on the requirements of an ideal logistics emergency management program.
Please note: this position requires potential candidates to be able to work independently; creative thinkers with a strong background in Logistics are encouraged to apply.

Time Commitment & Details:
The internship period begins mid-January 2012 and continues through mid-April 2012. Interns are expected to work 10-15 hours per week during normal business hours (Mon-Fri, 9am-5pm). Internships are unpaid.

"Accommodating Accommodations"

A Hospital Staff Sheltering Tabletop Exercise

Recent hurricanes, tropical storms, floods, winter storms and other disasters have caused hospitals to examine their staff sheltering plans. Many hospitals report they don't have any. What often is the ad hoc "Plan" ranges from turning unused patient rooms, classrooms or doctor sleep-rooms into staff sleep areas, or bringing back decommissioned beds; usually with the understanding these areas will be vacated should patient surge occur. Other hospitals state they have motels / hotels in the area that could be used. The problem here is that if hospital staff are stranded then it's likely visitors in the community are also stranded – at the motels / hotels. Some hospitals report that the need for staff sheltering seems to be happening at an increasing frequency.

Sleeping accommodations are not the extent of the issue. There's also the need to provide bedding, toiletries, and food. And in some instances, staff may be distracted or actually leave if their family (including pets) which, for them, becomes a higher priority. Could / should the hospital staff shelter plan include their families? Finally, the very real potential for patient surge during these severe weather situations further complicates the time, efforts and resources directed towards staff (and family?) sheltering.

So what's a hospital to do?

For starters, hospitals are encouraged to participate in "Accommodating Accommodations", a hospital staff sheltering online exercise that will take place on December 15, 2011. This exercise, provided at NO COST to participants, will provide an opportunity for hospital management and staff that make up the Hospital Incident Command or similar team to work through a number of challenging scenarios and injects. The focus will be on caring for hospital staff and their families during an event that necessitates a hospital providing staff with shelter at or nearby the hospital.

"Accommodating Accommodations" is part of the new Caduceus Shield Exercise Initiative created to provide exercises for critical components of America's health system.

All Caduceus Shield exercises are aligned with various emergency management standards for hospital accreditation organizations such as The Joint Commission and Accreditation Association for Ambulatory Health Care.

Please note: Caduceus Shield exercises are not webinars or training seminars. These are comprehensively designed, challenging formats following Homeland Security Exercise & Evaluation Program (HSEEP) guidelines with thought-provoking injects lasting 2-3 hours and which will provide participants with a basis to measure outcomes and formulate Incident Action and Improvement Plans.

On 12 September 2011, DomesticPreparedness.com hosted an Executive Briefing at the National Press Club in Washington, DC. DomPrep40 Advisors Kay Goss, Senior Associate for Emergency Management and Homeland Security at Booz Allen Hamilton, and Albert Romano, Senior Vice President of Homeland Security at Michael Baker Jr. Inc., led the discussion on Resilience - 2001 to 2011, and Beyond! The agenda for this important meeting was focused on a common definition of the term "resilience" among the various disciplines involved in disaster preparedness and evaluating resilience efforts and progress in the past 10 years, with nine presentations along with question and answer sessions. Attendance for this by-invitation-only event included representatives from various government agencies as well as other private and public officials.

James Schwartz, Chief, Arlington County Fire Department

James Schwartz has been with Arlington County Fire Department for 27 years and was appointed Chief in 2004, after serving as Chief of Operations and Director of Emergency Management. His Department was the lead agency for the response to the September 11 attack on the Pentagon, where he led the Unified Command for the incident. He chairs the International Association of Fire Chiefs Committee on Terrorism and Homeland Security and serves on the Advisory Council for the Interagency Threat Assessment Coordinating Group at the National Counter Terrorism Center. In 2009, he was appointed by the Secretary of Homeland Security to the Homeland Security Quadrennial Review Advisory Committee.

Paula L. Scalingi, Ph.D, Executive Director, Bay Area Center for Regional Disaster Resilience and President, The Scalingi Group

Paula L. Scalingi, Ph.D., is Executive Director of the Bay Area Center for Regional Disaster Resilience and President of The Scalingi Group. She also serves as Director, Center for Regional Disaster Resilience, Pacific Northwest Economic Region and is on the Board of The Infrastructure Security Partnership and principal integrator of TISP's 2011 Regional Disaster Resilience Guide. For the past decade, she has worked with organizations across the nation to improve resilience and infrastructure security. Previous positions include: Director, U.S. Department of Energy's Office of Critical Infrastructure Protection; Director, Decision and Information Sciences Division and Infrastructure Assurance Center, Argonne National Laboratory; and Senior Strategic Affairs Advisor and Director of Public Information, U.S. Arms Control and Disarmament Agency.

Joe Manous, Group Manager & Future Directions Team Leader, Institute for Water Resources, U.S. Army Corps of Engineers (USACE)

Joe D. Manous, Jr., P.E., Ph.D., D.WRE, is a Group Manager and Future Directions Team Leader for the Institute for Water Resources, U.S. Army Corps of Engineers. He also serves on a part-time detail to the Office of the Assistant Secretary of the Army for Civil Works. As a civil/environmental engineer, his areas of focus are water resources and water security. Before assuming his current position, he was an Academy Professor at the U.S. Military Academy, West Point. He is a retired Colonel from the U.S. Army Corps of Engineers, and his past extracurricular activities include Chair, Committee on Professional Practice, Chair, Post-Hurricane Katrina Critical Infrastructure Guidance Task Force, and Chair, Paraprofessional Task Committee for the American Society of Civil Engineers.

Brian Kamoie, Senior Director for Preparedness Policy, National Security Staff, The White House

Brian Kamoie is Senior Director for Preparedness Policy on the White House National Security Staff. In this role, he leads the development of national policy related to all-hazards preparedness, individual and community resilience, domestic critical infrastructure protection and resilience, and preparedness grants. Previously, he served as Deputy Assistant Secretary for Preparedness and Response and Director of the Office of Policy, Strategic Planning & Communications at the U.S. Department of Health and Human Services, where he led the development and implementation of key national policies, including the National Response Plan and National Incident Management System, the National Strategy for Pandemic Influenza, the Pandemic and All-Hazards Preparedness Act, the Public Readiness and Emergency Preparedness Act, and a number of Homeland Security Presidential Directives.

Joseph A. Barbera, M.D., Co-Director, Institute for Crisis, Disaster, and Risk Management, The George Washington University

Joseph A. Barbera, M.D., is Co-Director of the George Washington University Institute for Crisis, Disaster, and Risk Management (ICDRM), Associate Professor of Engineering Management, and Clinical Associate Professor of Emergency Medicine. Through ICDRM, he has accomplished extensive research in emergency management, including an analysis of the Pentagon 9-11 response. Previously, he was Medical Director, Bronx Municipal Hospital Center, and Chair, The George Washington University Hospital Emergency Preparedness Committee. He has provided consultation to the Office of the Assistant Secretary for Preparedness and Response (ASPR) Department of Health and Human Services, in the development of medical surge guidance, incident management, and mass casualty response initiatives.

Christine G. Springer, Ph.D., Director, Executive Master of Science in Crisis & Emergency Management, University of Nevada, Las Vegas (UNLV)

Christine Gibbs Springer was appointed, in 2006, Director of the Executive Masters Degree in Emergency and Crisis Management at University of Nevada, Las Vegas, and oversees the restructuring of the academic program – the only full executive masters in the country on this subject. She is involved in research on regional infrastructure resilience in Nevada, serves on the Nevada Citizen Corps Board of Directors, and serves on the Congressional Panel developing performance metrics for the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) grants. Last year, she served on a Congressional Panel to evaluate FEMA post-Katrina. Before her current position, she was Director of Intergovernmental and Community Relations for the third largest public utility in the country (Salt River Project in Arizona).

Douglas Kinney, Reserve Officer, Emergency Plans, Diplomatic Security, U.S. Department of State

Douglas Kinney, Reserve Officer, Emergency Plans, Diplomatic Security, U.S. Department of State, serves as an Emergency Plans officer for the whole risk spectrum, currently focusing on Personnel Recovery/Hostagetaking. He consults on the future of Crisis Management. Previously, he was a Program Manager with Innovative Technology Application (ITA); chaired the Interagency Group on NATO Civil Emergency Planning; and served as a Foreign Service Officer of the United States. He volunteers with Disaster Services of the Red Cross; Friendship Fire Association Rehab Squad of District of Columbia Fire and Emergency Medical Services; and Shenandoah Mountain Rescue Group.

Logistic support system helps in supply management

After the first cases of cholera were detected in Haiti, the Dominican Republic's Ministry of Health advocated that having access to the necessary supplies to treat the disease was crucial for the rapid response to cases in its territory. To that end, the Ministry launched a project for strengthening logistic capacity and optimizing supply management, using LSS/SUMA as a model.

As a first step, a strategic warehouse was established to serve the demand for cholera treatment supplies, and for emergencies and disasters. A network of regional warehouses was then created so that the supplies could be mobilized quickly to where they were required, and finally, it was decided that logistics capacity in the management of Ministry of Health supplies should be improved.

This network of warehouses offers accurate information on the distribution of supplies at the national level, deliveries to health centers, immediate needs for decision-making, and assigning resources to meet the demands.

LSS/SUMA has also helped in using resources properly, transparency in supply management, and control in drug rotation, which avoids waste due to expiration dates. Write to venegasj@paho.org for additional information.

Response Activities Continue in The Bahamas

PAHO/WHO's Regional Response Team was mobilized to The Bahamas, after the passage of Hurricane Irene, to support the Ministry of Health in damage assessment, environmental health, water and sanitation, epidemiology, vector control, evaluation of hospitals, and coordination.

An epidemiologist was deployed to help in the design and multisectoral coordination of a dengue campaign, and to strengthen the Ministry's program of epidemiological surveillance. Two specialists—in dengue and vector control—are also helping in this activity. Waste collection is a particularly important challenge for health authorities because the country is facing a dengue outbreak.

At least 11 of the 16 health facilities in the islands of Abaco, Acklins & Crooked, Cat, Long, and New Providence suffered damage that included flooding, damage to ceilings, equipment and electric generators, contamination of wells, and failures in the water and electric supply systems. The main hospital in The Bahamas, located in Nassau, was also affected.

Riobamba's Hospital Administrates its Own Disaster Risk

The Riobamba General Provincial and Teaching Hospital in Riobamba, Ecuador, has undertaken several activities to improve its performance in case of emergencies and disasters. The first was the evaluation of its hospital safety index. Based on the results, it developed action plans for the short-, medium- and long-term.

The implementation of these plans has been a fundamental stepping stone in the creation of a preparedness culture for disaster response. This is done through the hospital's emergency operations committee, in coordination with provincial and national entities from the Ministry of Health.

Short-term plans had PAHO/WHO support until October 2010. The planning improved the hospital's organization and increased health personnel's capacities in the subject. Maintenance personnel was also included to solve issues related to electricity, water supply, internal and external communications, security of essential equipment, among others.

Medium- and long-term plans are still being implemented with human and economic resources from the hospital and the Ministry of Health. Important financial investments have been made for the structure, acquisition of supplies, and rehabilitation of services. On the other hand, problems have been solved, such as having an uninterrupted water supply, with a 72-hour reserve (it was only 8 hours previously). The Safe Hospitals initiative promoted by PAHO/WHO and its strategic partners has shifted to the academic level, where awareness is raised on the need to make safer health facilities. Agreements made with the University of San Carlos in Guatemala and the Don Bosco University in El Salvador are good examples of this achievement.

Thanks to these alliances, students at engineering and architecture faculties at the universities support in the training of personnel and in evaluating the safety of health facilities, which has a multiplying effect when the time comes to design and build new health facilities in the Region.

PAHO/WHO recognizes and values the important role played by theses students in disaster risk reduction, mitigation and disaster preparedness in communities, and so it joins in the global celebration of the International Day for Disaster Reduction, which this year is focused on young people.

On September 9, Warner Brothers will be releasing the movie Contagion, a fictional drama that portrays CDC and other U.S. and international partners responding to an emerging infectious disease outbreak. We are reaching out to you in an effort to take advantage of this opportunity to provide accurate and potentially life-saving information to the public about how to prepare for a public health emergency.

Issue 1: Terrorism and Violence

The Inaugural edition of the Journal of International Relations Research (JIRR) will be themed around Terrorism and Violence. We invite submissions from authors in a variety of formats including reviews, blogs, polemics and full-length articles. To be published in (traditional) electronic text format AND in a dynamic web version featuring interactive multimedia features that make the most of web 2.0.

The human fascination with violence and terrorism is evident in the wealth of multimedia news reporting as well as academic and popular writing on the subject. But how does this reflect on society and the subject matter at hand? Are contemporary narratives, explanations and analyses providing fruitful or even sufficient representations of the realities? JIRR would venture not and invites the world IR community to contest this assumption.

We welcome submissions focusing on individual and group level explanations for the trend of engagement in terrorism and violence. Be it on an empirical, philosophical or theoretical basis, JIRR ascribes no preferred method; our only stipulation is for quality and originality of the contribution. Examining the dynamics of counter-terrorism bodies should also be considered, as should the media coverage and aspects of public debate, philosophy and response.

Articles that represent comprehensive academic research into terrorism and violence are most welcome, be they in the guise of chapters of forthcoming works that read well as stand-alone pieces or as purposefully structured journal articles contesting issues in the field. Polemics are intended to be shorter essays designed to be countenances to work authored previously or critical and controversial pieces designed to raise questions and shape future debate. We also welcome entertaining reviews of relevant books, film and other media that speaks to IR debates on terrorism and violence.

JIRR is uniquely set up to accommodate a range of multimedia aspects and authors wishing to submit in non-traditional formats are encouraged. This subject would lend itself well to a photo-essay for instance or video report. As an Open Access Online journal we will feature video, pictures, diagrams and other dynamic features that help to illustrate the issues at hand. This distinctive characteristic of JIRR obviously equips the journal well for coverage of Terrorism in its 21st century guise and authors are encouraged to think of novel ways to supplement their written paper with multimedia referencing.

The ultimate issue publication deadline is 1st December, though submissions should be sent in well in advance of this date to ensure publication. Once complete the article/polemic/review will be published online in our dynamic web format, in advance of the publication of the text and download versions.

'Liquid Bomb Plot' special is gripping investigation of terrorism

Peroxide and Tang helped change the rules at the nation's airports - and
nearly led to a disaster

comparable to 9/11.

"The Liquid Bomb Plot," a documentary with dramatic reconstructions that
airs at 9 p.m. EDT Sunday

on National Geographic Channel, chronicles the investigation of a 2006 plan
to blow up a host of

airplanes traveling from London to the United States.

Had the plot been successful, 19 conspirators - the same number as the 9/11
terrorists - would have

taken down seven planes over the Atlantic, killing thousands of people in
the process. Instead, the plot

was foiled and close to a dozen men were convicted of terrorism-related
offenses. But doing so involved

what England's Telegraph newspaper called "one of the most complex and
costliest criminal

investigations since the Second World War." Indeed, even shadowing one
conspirator could involve as

many as a dozen British agents.

In order to skirt the security measures already in place, the plot involved
small bombs made in part from

hydrogen peroxide and Tang injected into beverage bottles. The bottles were
drained from a hole in the

base, then refilled, so the cap seal was intact.

At the time, the drink containers would not have attracted undue attention
from security personnel.

When the plot was uncovered, carrying liquids onto airplanes was banned at
first; now detailed rules

about quantities and contents are in place. (See

The two-hour National Geographic special, which includes extensive
interviews with British and

American security officials, traces how the bomb plot was uncovered in
enthralling detail. Things began

to unravel for the conspirators after one, Abdulla Ahmed Ali, was found to
have some suspicious items

in a bag surreptitiously searched when he flew into London from Pakistan.
(Pakistan, whose relations

with the U.S. have been especially strained since the death of Osama bin
Laden, is seen in a less than

positive light here, too.)

From that moment we get a step-by-step - and often re-enacted - portrayal of
what followed and the

difficult decision faced by authorities: when to arrest the bomb plotters.
While it may have been clear

what was about to happen, that was somewhat different from what could be
proven in court; a hasty

arrest could lead to freedom for the bombers. At the same time, though, no
one in England or the U.S.

wanted to risk waiting so long that one of the bombings could happen. And
the act of arresting the

conspirators could be dangerous, if even one eluded capture and completed a
terrorist act.

It's a good program, its only major flaw being the overuse of dramatic
music.

Ladies and Gentlemen,

I received a request from a friend and associate who has won a bid to
provide EMT strike teams, to be deployed during a disaster for short
term assignments. It sounds like an excellent opportunity for anyone
desiring to deploy for field work, but who can't afford to deploy for
2 weeks at a time as is the norm. He has asked me to reach out to my
contacts to see if anyone is interested. Here are the details…

Two and three man EMT strike teams for a client in Louisiana. Some
positions will be actually hands on (field triage). They are trying
to fill those via EMS agency agreements due to desiring to have
insurance carry forward. However, they are also willing to take
individuals to fill the slots. They also have lots of management and
staff positions available dealing with ambulance inspections, data
collection, EOC support, etc.

Pay is approximately $200 per day (12 hour shift). More for
supervisory positions and more for management and paramedic
positions. The minimum pay is for two shifts. They do not expect to
have any mission last more than 3 days.

The requirement is EMT/RN active license with high preference for ICS
300/400 certifications. ICS certifications are mandatory for any
management positions. Also looking for two years Field Triage
experience for those supporting that work effort.

Disasters call for papers

Many large-scale disasters have occurred recently.To name a few, we can
look at the 2011 earthquake, tsunami, and nuclear emergency in Japan;
the 2010 floods in Pakistan, Gulf of Mexico oil spill, and Haiti
earthquake in Haiti; the 2005 Hurricane Katrina disaster; the 2004
earthquake and Great Tsunami in Asia; and the 9/11 terrorist attacks.To
these we can add more events such as this year's floods, quakes, and
tornadoes, and the food crisis in Somalia.The financial crisis and other
emergencies can be added to the list as well.

The community of practitioners and scholars that studies these events
has much to teach us about lessons learned, and the ASCE Journal of
Leadership and Management in Engineering plans a special edition to
capture and distribute this knowledge to lead to improved preparedness
for mega-disasters.

Virtual Conference Aims to Unite CBRNe Professionals Across North America and Worldwide

The CBRN Resource Network announced today that it will be holding The CBRNe Enterprise New and Emerging Technologies Exposition, the first in a series of virtual conferences on September 21st from 10am-6pm EST.

Eric R. Frykberg, M.D., FACS

Professor of Surgery, University of Florida College of Medicine

Chief, Division of General Surgery, Shands Medical Center, Jacksonville, Florida USA

Dr. Frykberg was deployed with a surgical team that was on station in support of the US Marines during their tenure with the multinational peacekeeping force in Beirut Lebanon, at the time of the terrorist suicide truck bombing of the Marine Barracks there on October 23, 1983. His team took care of all initially rescued casualties that day aboard the USS Iwo Jima, until they were transported to US Air Force hospitals in Germany. He published this experience, as well as other studies of terrorist bombings, in several journals since then. He stayed in the U.S. Naval Reserve for 5 years, during which time he was deployed to Saudi Arabia with the 2nd Marine Division during the First Gulf War in 1991. Dr. Frykberg has published extensively on various issues related to the medical response to disasters, and has served as consultant to numerous national and international organizations on this subject. He served as the Chair of the American College of Surgeons Committee on Trauma's Disaster and Mass Casualty Management subcommittee 2002-2006.

Department of Trauma/Surgical Critical Care, Brooke Army Medical Center, Fort Sam Houston, Texas, United States Army

Dr. Lundy is a surgeon trained in both burn and critical care. He is currently serving in the US ARMY Institute of Surgical research where his research focuses on the burn patient. Major Lundy has also served in Operation Iraqi Freedom and as Burn Flight Surgeon.

Sherlita Amler, MD, MS, FAAP

Commissioner of Health, Putnam County

Dr. Sherlita Amler is the Commissioner of Health for Putnam County, New York. She has experience in the epidemiology of blasts and blast injuries and served as a principal medical subject-matter expert in medical/ hospital preparedness, surge capacity, and consequence management for mass-casualty events for the Injury Center at the Centers for Disease Control and Prevention in Atlanta, Georgia. Dr. Amler has worked for ATSDR in the investigation of chemical fatalities and hospital preparedness for mass casualty chemical events. She is a Clinical Associate Professor of Pediatrics at New York Medical College. Dr. Amler is the author of many articles in the area of environmental exposures. She has presented national and internationally on the subjects of elemental mercury poisoning and chelation, surge capacity, asymmetric war and children, and blast injuries.

Katharine Uraneck, MD

Surge Capacity Medical Coordinator, New York City Department of Health

Dr. Uraneck has extensive experience in the planning and response to disasters, terrorism and pubic health emergencies. She has overseen the surge planning efforts in New York City and has headed several projects looking at pediatric and pediatric critical care surge capacity.

During 28-31 March 2011, the San Diego State University Immersive
Visualization Center (SDSU VizCenter) in California will conduct "Exercise
X24 Europe" in an effort to explore the power of social media and online
crowdsourcing during disaster relief operations.

X24 Europe will be a robust virtual online exercise that will demonstrate
the use of social media, crowdsourcing, and collaboration tools in an
innovative, cost-effective cloud computing environment, and address the
real-time flow of information and activities of the international crisis
response community during the first 180 days of a simulated natural
disaster. The scenario involves a simulated seismic event that generates a
tsunami in the Adriatic Sea and simulates disaster relief efforts to protect
key resources and critical infrastructure in the Balkan region.

This exercise will take place entirely on-line. It will include
participation from international companies (e.g. Google, Twitter), NGOs
(e.g. Humanity Road, Crisis Commons), Montenegrin government entities,
military authorities (e.g. the U.S. European Command in Stuttgart, Germany),
and private citizens.

Joseph “Joe” Crane is a native of Lincoln Park, NJ; graduated from Wayne Hills High School and has received Bachelor of Science degrees in Business and Biblical Studies from Liberty University. A 23-year veteran of the U.S. Army, he spent 22 of those years in Special Forces, most of which were spent in the Intelligence, Counterterrorist, and Hostage Rescue arenas. As a combat veteran, he served in support of the Invasion of Panama (Just Cause), the Counterinsurgency in El Salvador, the Contra Wars (Nicaragua/Honduras), and the War Against Narco-Terrorism in Colombia, Bolivia, Peru, Venezuela, and Ecuador. He was the primary instructor for training the Paraguayan Secret Service and also instructed numerous military and law enforcement units throughout Latin America, Middle East, and the United States.

In 2000, Joe received the Secretary of Defense/Special Operations/Low Intensity Conflict Award for implementing a SWAT type course into the Special Forces training program and was the first enlisted person to receive this award. He served as the Tactical Advisor to the FBI Washington Field Office SWAT and the North Carolina State Bureau of Investigation SRT. Prior to his appointment as the Commander of Amtrak’s Counterterrorism Unit, Mr. Crane was the Lead Instructor for the US Bureau of Reclamation and was responsible for forming the Federal Security Response Force for the Grand Coulee Dam.

Joe Crane was the “Plank Holder” and leader for several key projects, including: the Special Forces Advanced Urban Combat Course (SFAUCC), the U.S. Bureau of Reclamation Federal Security Response Force, and the Amtrak Counterterrorism Unit. While in the U.S. Army, he held the following positions: Special Forces Company Sergeant Major, Company First Sergeant, Special Forces Operational Detachment-Alpha Team Sergeant, Operations & Intelligence Sergeant, Special Forces Engineer Sergeant, Explosive Breaching Instructor, and Counterterrorism & Hostage Rescue Instructor. He is currently the Operations Officer at the King Abdullah II Special Operations Training Center in Amman, Jordan.

All Hands Consulting is recruiting for on-call disaster response reservists

COLUMBIA, MD - March 30, 2010 - Reservists are needed to support FEMA's response to catastrophic disasters or incidents as defined by the Stafford Act. Deployments will be on short notice for up to 30 days or longer and will require long and/or odd hours in support of emergencies and disasters. In some cases, 12 hour shifts seven-days-a week will be expected. The size and scope of the mission will vary based on the geography, scale and magnitude of damage, type of incident, impact on the national security, and the projected number of affected individuals and households, as well as the availability of resources (housing, personnel, supplies, and materials).

Background, job descriptions, and contact information for interested candidates are included below.

Background: Individual Assistance – Technical Assistance Contracts (IA-TAC)

The Federal Emergency Management Agency (FEMA) has awarded Individual Assistance Technical Assistance Contracts (IA-TAC) to support FEMA's implementation of the agency's ESF6 Mass Care/ Emergency Assistance programs as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Managed by FEMA's Individual Assistance Branch, one of four regional contracts was awarded to the Partnership for Temporary Housing, LLC (PaTH), a partnership between three federal contractors: DynCorp International (www.dyn-intl.com), Dewberry (www.dewberry.com) and Parsons Infrastructure (www.parsons.com). Under the IATAC III contract, PaTH provides a variety of mission support for people affected by disaster incidents, including emergency sheltering, feeding, evacuation, medical services, security, and more.

All Hands Consulting is a subcontractor to PaTH team member CONOPS Consulting. Our contract includes planning and staffing support for FEMA's Individual Assistance mission. Together these two firms are responsible for providing reservists to PaTH for mass care/emergency assistance program support. As a part of our preparedness efforts, we are augmenting our existing cadre of part-time and intermittent staff to develop a large force of disaster reservists who will be available and prepared to deploy to perform work for PaTH following catastrophic incidents.

PaTH requires individuals with a variety of skills, experience, and technical capabilities to fulfill this mission. We are filling command and general staff positions for PaTH coordination centers at the national and field level as well as staff to manage and support large emergency shelters (see below). All positions are intermittent (part-time), on-call (rapid deployment), with travel and field work required in most cases). Experience with one or more large-scale disaster relief operations is a plus.

Command and General Staff Positions

Senior command and general staff positions, with mass care, logistics, and incident management experience are needed to fill positions in the following command and control facilities:

PaTH National Coordination Center located in Falls Church, Virginia.
Field Management Team Center located at the disaster site (may be at a base or shelter).
Shelter Management Teams located within a shelter facility.

Specific positions are described below.

PaTH National Coordination Center Positions

Located in Falls Church, Virginia.

Applicants should have some mass care knowledge and incident command system training (through ICS 400) and incident management experience. Experience in incident management command and general staff positions required. (Ideally, you should live within reasonable driving distance to the Washington DC metro area.)

PCC Manager (ICS equivalent Incident Commander)

The PCC Manager is responsible for the daily operations at the PCC (national-level coordination center), and leads the PCC Team. Responsible for overall management of the PaTH PCC, establishment of immediate priorities for task order support operations, development of objectives and strategy, organizing and staffing the PCC organization to meet workload demands,
and approval of the incident action plan (IAP).

PCC Deputy Manager (ICS equivalent Operations Chief)

The PCC Deputy Manager is responsible for assisting the PCC Manager with overall management of the PaTH PCC and the establishment of immediate priorities for task order support operations, development of objectives and strategy, organizing and staffing the PCC organization to meet workload demands, and approval of the incident action plan (IAP).

Liaison Officer

The Liaison Officer is responsible for managing and monitoring task order operations and advising the PCC Manager on all matters relating to interagency coordination. Responsible for coordinating continuing contact with cooperating agencies to understand the capabilities, limitations, needs and desires of cooperating agencies, and to identify and resolve any potential interagency problem.

PCC Planning Section Chief

The PCC Planning Section Chief is responsible for collection, evaluation, and dissemination of PaTH response situation information and intelligence to the PCC Manager and PCC management personnel. Assures preparation of status reports, displays situation information, maintains the status of resources assigned to the PaTH response, and prepares and documents the IAP and quality assurance plan, based on Deputy Manager (Operations Section) input and guidance from the Manager; prepares the risk management plan and advises the PCC Manager and other command and general staff on all matters relating to planning for task order operations and support of deployed personnel.

PCC Logistics Section Chief

The PCC Logistics Section Chief is responsible for all logistical support requirements needed to facilitate effective and efficient incident management, including ordering resources from off-incident locations. Provides facilities, security (of the incident command facilities and personnel), transportation, supplies, equipment maintenance and fuel, food services, communications and information technology support, and emergency responder medical services, including inoculations, as required. Responsible for coordinating the systems and procedures necessary to ensure ongoing logistical support for the performance of task orders and implementation of measures to monitor and resolve issues in logistics section activities.

PCC Finance & Admin Section Chief

Responsible for all financial and administrative and cost analysis requirements needed to facilitate effective and efficient incident management. Responsible for coordinating the systems and procedures necessary to ensure ongoing monitoring of multiple task orders and sources of funds, and the accrued cost as the incident progresses; and continued support for the performance of task orders and implementation of measures to monitor and resolve issues in logistics section activities.

Other Positions

Other branch directors and unit leaders will be needed as required by the scope of the incident.

Field Management Team (FMT) Positions

The Field Management Team will be located at the disaster site (may be at a base or shelter).
Applicants must be able to deploy within 12 hours, be on site in 24 hours to western U.S. (including Alaska, Hawaii, and the Pacific Islands). Applicants must have mass care and incident command system (through ICS 400) and incident management experience on large disaster relief operations. Applicants must be able to pass an FBI Background Clearance check and secure a FEMA ID badge. See specific positions below.

The FMT is scalable, based on the size and/ or complexity of the Task Order(s), and may include:

Task Order Manager (TOM) (ICS equivalent Incident Commander)

The TOM is responsible for the daily operations in the field, and leads the Field Management Team. The TOM will ensure that technical and financial objectives are achieved in accordance with the Task Order and FEMA policies and authorities. Depending upon the nature of the Task Order and work to be performed, the FMT may include technical specialists and subject matter experts to support the TOM in operational planning and execution.

Deputy Task Order Manager (DTOM) (ICS equivalent Operations Section Chief)

The DTOM is responsible for operational execution of the Task Order and components. The DTOM is responsible for managing the daily activities of the QC Specialists to ensure that they perform their duties in accordance with IATAC III contract Task Orders.

Senior Disaster Response Specialist (ICS equivalent Planning Section Chief)

The Disaster Response Specialist works with operations and logistics to plan for the next operational period and identify resources needed to accomplish the goals of that operational period.

Logistics Manager (ICS equivalent Logistics Section Chief)

The Logistics Manager is responsible for coordinating PaTH personnel, transportation, hotel accommodations, and property control records for all furnished equipment.

Finance / Admin Manager (ICS equivalent Administration Section Chief)

The Finance / Admin Manager is responsible for contract administration, finance accountability, procurement activities and basic administration during the period of mission performance.

Operations Branch Directors - Other Subcontractors

Task Orders are executed using a variety of resources, including PaTH fulltime staff, temporary/ cadre staff, and subcontractor staff and resources. Subcontractors will staff branch and unit positions and are directed by and report directly to the FMT during execution of TOs.

Quality Assurance/ Quality Control Inspectors

The QA/QC Inspector is responsible for conducting inspections, recording inspection data, planning inspections (including preparation and set-up of shelters), evaluating the validity and acceptability of inspection, examination and testing results, reporting inspection, examination and testing results, and providing leadership to lower-level QA/QC Inspectors.

Shelter Management Team Positions

Shelter Management Teams are located within a shelter facility.
Shelter Management Teams include command and general staff positions as well as branch chiefs and specialists operating under the Incident Command System. Shelter Management Team applicants must be able to deploy within 12 hours, arriving on site in 24 hours to western U.S. (including Alaska and Hawaii). Applicants should have shelter management/shelter operations/mass care training and experience, particularly on large disaster relief operations, and be familiar with ICS. Applicants must be able to pass an FBI Background Clearance check and secure a FEMA ID badge.

Completion of FEMA Independent Study classes IS 100, 200, 700a, 800b, 26, 288, 701, 806. Otherwise candidate must complete within 30 days of hire. Other related training may be required.
Must be able to effectively manage multiple priorities under extreme pressure in a highly stressful environment.
Able to work independently with little supervision, but also work well as part of a cohesive team.
Able to focus on details while handling multiple tasks independently.
Proven leadership and interpersonal skills.
Excellent written and oral communication skills.
Demonstrate proficiency with Microsoft Office including Outlook, Excel, and Word. SharePoint experience a plus.

Specific duties, responsibilities and qualifications will be available for all positions.
Pay will be established based on experience and qualifications and will be comparable with that of FEMA on-call reservists (Disaster Assistance Employees).

Problems contacting emergency services and delayed assistance are not unusual when incidents occur in rural areas, and the consequences can be devastating, particularly with mass casualty incidents. The IOM's Forum on Medical and Public Health Preparedness for Catastrophic Events held a workshop to examine the current capabilities of emergency response systems and the future opportunities to improve mass casualty response in rural communities.

You can stick your head in the sand and pretend that it’s not going to happen, or you can prepare now for an outbreak of pandemic influenza. In a pandemic situation, your EMS agency is not an island…you need to be up close and personal with the other players in the healthcare system, especially the Public Health authorities. Public health entities and emergency medical services agencies will face numerous challenges in a pandemic situation. As demand for service has the potential to spiral out of control, the medical workforce also dwindles due to illness. This presentation reveals how understanding their unique roles as well as adequate planning and collaboration between public health and EMS agencies can improve service delivery despite the anticipated stresses on the healthcare system. The history of pandemics in the U.S., the realities of what will be experienced during a pandemic, as well as proven planning and response strategies--including regular communication and pre-planning--will be reviewed and best practices shared.

Raphael M. Barishansky is the Chief of Public Health Emergency Preparedness for the Prince George’s County (MD) Health Department. In this capacity, he is responsible for carrying out the agency’s mission to prepare the Health Department for response to emergencies and disasters of all kinds (natural and man-made), develop and implement emergency plans specific to large-scale health emergencies, as well as coordinate with other emergency services agencies.

Mr. Barishansky joined the Prince George’s County Health Department after serving as Executive Director of the Hudson Valley Regional EMS Council, based in Newburgh, NY. In that role he established policies and procedures for the development of EMS System infrastructure in the Hudson Valley, oversaw and coordinated programs and services for a six-county regional EMS System and coordinated regional ambulance assets for deployment to local, state and federal disaster assignments as needed.

Mr. Barishansky has served as adjunct faculty at New York Medical College, Yeshiva University and Westchester Community College and has been a Guest Lecturer at both the George Washington University EMS Degree program and Philadelphia University's Disaster Medicine and Management graduate degree program. Additionally, Mr. Barishansky has written and lectured extensively on many facets of Emergency Medical Services and Public Health Emergency Preparedness.

Mr. Barishansky holds a Bachelor of Arts from Touro College and a Master of Public Health Degree from New York Medical College. He is also a graduate of the “Senior Executives in State and Local Government” program held at the John F. Kennedy School of Government at Harvard University and the “Healthcare Leadership and Administrative Decision Making” class held at the Center for Domestic Preparedness in Anniston, AL. In 2010, he was selected to serve as a Senior Fellow at the George Washington University Homeland Security Policy Institute.

During the 2010 academic year, one student and two alumni from our program took part in leading an international research program that took them to Israel and the United Kingdom to study response considerations to suicide bombing attacks. The University funded research program resulted in a University wide presentation on line as well as a final paper and summary of the site visits. Secondary projects included Capstone projects as well as numerous tabletop programs on campus and within the regions of the students. The project abstract was submitted to the World Congress on Disaster and Emergency Medicine for presentation at their world conference.

We are also pleased to announce that the project abstract, entitled Suicide Attack Response Considerations for First Responders, was accepted to be presented at the 17th World Congress on Disaster and Emergency Medicine taking place in Beijing, China from 31 May – 3 June 2011.

We would like to personally congratulate the team, Christopher Foerster, Jonathan Mohr, and Jim Patrick for fabulous team work and excellent contribution to the first responder community.

Lessons Learned in Disaster Management - Haiti Earthquake - IAEM CEM Live Webcast Series
January 27, 2011 - 1pm to 5pm EST

In the first of a monthly 4-hour live webcast series presented by IAEM and the Knowledge Foundation, webcast participants will have the opportunity to learn valuable disaster management lessons drawn from last year's earthquake in Haiti while also earning 4 CEM credit hours.

At 1:00pm on January 27, Dee Grimm, National Emergency Preparedness Coordinator for BCFS, will present on how the human element affects decision making in a crisis environment. The earthquake that rocked Haiti held worldwide attention. In this presentation, BCFS, an international response agency, will share their experience as they led an incident management team to support a hospital outside of Port Au Prince. Their teams spent over a month helping to manage the hospital and provide medical and administrative services to the beleaguered facility. Dee will share lessons learned and not learned, related to responding to an international disaster in one of the poorest counties in the world. The human element of this event affected so many aspects of the medical response - all factors that will be discussed. The earthquake's effect on the Haiti's children will be examined, as well, when the organization responded to an orphanage whose numbers had swelled beyond capacity. This presentation examines how people are affected by a megacatastrophe and how that changes the way we make decisions in these events.

“Understanding First Responder Stress Reactions:
A Vital Component of any Training Program"

Research shows that most people involved in a critical incident (Trauma) will develop some stress reactions. Most reactions will be mild but the more intense stress reactions can and often will interfere with one’s ability to functional properly in the midst of a crisis.

First responders such as police, firefighters and emergency workers have been shown to be particularly vulnerable to the development of stress reactions as they are often exposed to traumatic events in their day-to-day work experiences. These reactions can include fatigue, acute stress reaction and posttraumatic stress disorder (PTSD). These very same first responders are relied upon to help mitigate the effects of trauma on individuals, businesses and the community at large. This session will examine the stress reactions particular to first responders and the use of this knowledge in the training of and support for those individuals.

The PhilaU Connect will be given by Samuel A. Miller (M.A.). Sam is a Resourceful Therapist with extensive experience in Trauma Response and Treatment as well as Wellness Programs. He has demonstrated strengths in leadership, coaching and communication. Sam has worked with many organizations and corporations in creating healthy, respectful, workplace environments as well as managing work-related traumatic events. Mr. Miller is a consultant based in Toronto.

The Regional Catastrophic Preparedness Grant Program (RCPGP) is looking for highly motivated individuals to join the Regional Logistics Program as Planning Interns.

Who Are We?

The Regional Catastrophic Preparedness Grant Program (RCPGP) is a Department of Homeland Security initiative established in 2008 to encourage collaborative emergency planning in America’s largest regions.

The RCPGP has three primary goals:

 Fix Shortcomings in Existing Plans
 Build Regional Planning Communities
 Link Operational and Capabilities-Based Resource Planning

The regional project site for New York City and Northern New Jersey also includes Long Island, several New York counties, and parts of Connecticut and Pennsylvania. With a population of 22,000,000 people, this region is home to nearly 1 in every 14 Americans.

The Regional Logistics Program (RLP) is an initiative within the RCPGP designed to link resources, expertise and information among participating jurisdictions in NY, NJ, PA and CT. By creating a shared system and strengthening regional partnerships, the Region optimizes its ability to manage resources and respond to a catastrophic incident. The RLP focuses on four core components: planning, informationsharing, resource management and the establishment of highly trained emergency response logistics teams.

Who Can Apply?

 Undergraduate/graduate students/recent graduates of Emergency Management related fields of study
 Individuals with an interest in Logistics Planning
 All candidates should possess the following skills:

 Interns are expected to work 10-15 hours per week during normal business hours (Mon-Fri, 9am- 5pm)
 Internships are unpaid.

A Neighborhood Tabletop Exercise

December 8, 2010 -- 12:00 Noon Eastern

For its last program for 2010, EMForum.org is pleased to host a one hour presentation and interactive discussion Wednesday, December 8, 2010, beginning at 12:00 Noon Eastern time (please convert to your local time). Our topic will be the "Formidable Footprint <http://t.ymlp1.com/wsqapamwbazaujwyatae/click.php> " series of community exercises developed, facilitated, and evaluated by a team of national, regional, and state organizations under the leadership of the Disaster Resistant Communities Group. This exercise series is open to neighborhood groups at no charge and is conducted via the Internet-based application, the ON-Line eXercise (ONX) System <http://t.ymlp1.com/wsyavamwbapaujwyaaae/click.php> . Our program will feature a live demonstration of elements included in the exercise scenario.

Our guest will be Chris Floyd <http://t.ymlp1.com/wusafamwbagaujwyanae/click.php> , Principal with the Disaster Resistant Communities Group, and formerly Chief Operations Officer with the Florida Capital Area Chapter of the American Red Cross. Mr. Floyd has over 31 years of experience providing disaster planning and preparedness, response, recovery and mitigation activities and, over the course of his career, has delivered hundreds of Disaster Services training courses designed to prepare thousands of volunteers to assist their community when disaster strikes.
