"Developed by the Intra-Departmental DHS Risk Steering Committee (RSC), the purpose of the DHS Risk Lexicon Project is to establish and make available a comprehensive list of terms and meanings relevant to the practice of homeland security risk management and analysis. Accomplishing this goal improves the capability of the Department and its components to assess and manage homeland security risk. To support integrated risk management for the Department, the DHS Risk Lexicon:
· Promulgates a common language to ease and improve communications for the Department and its partners;
· Facilitates the clear exchange of structured and unstructured data, essential to interoperability amongst risk practitioners; and
· Garners credibility and grows relationships by providing consistency and clear understanding with regard to the usage of terms by the risk community across the Department and its components."

“What we Have Here is a Failure to Communicate" - Communications 101 for EMS Providers and Managers

EMS providers and managers must communicate daily with various parties both inside and outside of EMS. Strong verbal and non-verbal, as well as other, communication skills are imperative. The sharing of messages between human beings is complicated and far too often taken for granted. This light hearted, yet insightful and informative, presentation will focus on the basics communications skills, the common pitfalls that EMS providers and managers fall into while attempting to communicate and attempt to teach us all not to take communication for granted.
Raphael M. Barishansky is currently the Chief of Public Health Emergency Preparedness for the Prince George’s (MD) County Health Department. Prior to establishing himself in this position, he served as Executive Director of the Hudson Valley Regional EMS Council based in Newburgh, New York. Mr. Barishansky holds a Bachelor's Degree in Psychology from Touro College of Liberal Arts and Sciences as well as a Master's Degree in Public Health (Health Care Policy and Management) from New York Medical College. His dissertation examined the impact of race and socio-economic status on early defibrillation save rates in six New Jersey municipalities. Mr. Barishansky currently serves as a site reviewer for the Commission on Accreditation of Ambulance Services (CAAS) and has served as a reviewer for the Continuing Education Coordinating Board for Emergency Medical Services (CECBEMS). He also sits on the editorial advisory boards for Emergency Medical Services Magazine and the EMS Insider and serves as a peer reviewer for both Pre-hospital Emergency Care (PEC) and Disaster Medicine and Public Health Preparedness and has served on the EMS Advisory Board for the Fire and Emergency Television Network (FETN). Mr. Barishansky is also currently serving on the Board of Directors of the National EMS Management Association (NEMSMA). In 2004, Mr. Barishansky was awarded the Anthony S. Maniscalco Memorial Scholarship from NAEMT for outstanding public service and he attended the program for Senior Executives in State and Local Government at Harvard University’s John F. Kennedy School of Government in 2006 in a fellowship provided by the same organization.
Mr. Barishansky has written and lectured extensively on various facets of EMS, including leadership profiles, management realities and clinical aspects. His articles have been featured in EMS Magazine, the Journal of Emergency Medical Services (JEMS), the EMS Insider, EMS Manager and Supervisor as well as other publications and he is a regularly featured speaker at various Regional, State and National EMS Conferences.

This two day conference will take place on March 4th and 5th from 9:00 a.m. – 5:00 p.m. at Price Waterhouse Coopers (300 Madison Avenue, New York, NY 10017) and will focus on the new faces of terrorism and the challenges facing New York City and other metropolitan centers. NY Metro InfraGard and Extreme Terrorism Consulting are hosting this important event to better prepare security professionals, first responders, government agencies, businesses, academics, and other citizens on how to detect and counteract terrorist activities.

Volunteer "Victims"
Anne Arundel County is looking for volunteer “victims” for an exercise they’re having on March 14 in Glen Burnie.
The exercise involves a train crash and some of the mock victims would wear makeup (moulage) to simulate injuries.
It starts at 6 am and goes until 2 pm. There is no compensation involved, but all volunteers will be given lunch.
